


1980 Congressional Hearings on Marijuana
This is a scanned copy of the official hearings before the Task Force on the Therapeutic Uses of Marihuana and Schedule I Drugs. This was the first congressional hearing on medical cannabis in the modern era, possibly the first congressional hearing on medical cannabis ever. Known as the Neal Hearing for its chairman, Rep. Stephen L. Neal, it was held on May 20, 1980, and features testimony from Robert Randall, a glaucoma patient and founder of the medical cannabis movement, plus two other patients. There is also testimony from Dr. John C. Merritt, an ophthalmologist who conducted the first research on glaucoma and cannabis.
Numerous federal officials, including representatives from the FDA, NIDA, DEA, NEI, and NCI, testified. There is also a small treasure trove of research papers and written testimony submitted by officials.
The Neal Hearing served as the informal public launch of dronabinol, or synthetic delta-9 THC. Federal authorities were forced to release the drug as a result of pressure from 25 states that had passed marijuana-as-medicine laws and were demanding supplies of federal marijuana.
